In 2005, we began a 10-year, $120-million plan to solve chronic sewage backups and reduce overflow volume. This is in addition to $87 million we already had invested to increase our Wastewater Treatment Plant’s capacity and processing ability. To fulfill the EPA’s mandate, we estimate that we would need to spend another $200 million to $400 million over 20 years, a figure still under negotiation. CSOnet, however, can be deployed for about $3.7 million in two phases. It will save us many millions more than it costs. While we still will have to build more retention basins and perhaps deep storage tunnels to handle storm water, we will maximize the use of what we already have. According to our projections, if we capture even half the optimized potential, we could avoid $110 million to $150 million in new construction.
